In the 2019-2023 Development Plan submitted to the Parliament, KVKK, Governance and Cyber Security regulations draw attention. The issue of "updating the KVKK in line with GDPR", which is a subject we have always expected and talked about, is clearly emphasized in Article 479 of the 11th Development Plan. In addition, Article 478, which covers the regulations regarding the data that must be stored in Turkey and the data transferred abroad, is of great importance in terms of KVKK. Supporting issues such as economy, production, industry, education, transportation in the plan with cyber security and management systems also shows the importance of governance. In order to ensure cyber security and privacy, especially the regulation and development of the following topics were emphasized:

- Cyber security culture and awareness trainings
- SOME (Cyber Incident Response Teams)
- Cyber security undergraduate and graduate programs
- IT law
- Critical Infrastructures
- Developing high value-added cyber security solutions, products and technologies
- Export incentives to cybersecurity clusters
- Human resources in cyber security
